Project Description:

The African Biodigester Component (ABC) is an initiative to support the growth and sustainability of the commercial biodigester sector in sub-Saharan Africa. In Uganda, the ABC project, funded by the Dutch Ministry of Foreign Affairs, aims to transition the biodigester market from a pioneering phase to an expansion phase. The goal is to install at least 8,000 small-scale biodigesters, providing energy access to over 44,000 people, aligning with SDG 7.

Purpose of the Assignment:

SNV-ABC Uganda is looking to hire a consultant or firm to conduct a feasibility study in South Sudan to assess the potential for biodigester market development in the country.

Scope of the Study:

The feasibility study includes:

Assessing the cooking energy situation in South Sudan.

Evaluating the technical feasibility of cattle dung-based household biodigesters.

Examining the status of biodigester promotion in the country.

Identifying key actors in biodigester market development.

Mapping policies, institutions, and potential donors supporting biodigester promotion.

Analyzing opportunities and challenges for biodigester technology in South Sudan.

Individual Qualifications Required:

Bachelor’s degree in a relevant field (e.g., engineering, economics, finance, or management).

Minimum of ten years experience in international development, with at least two years in the biodigester or rural decentralized energy sector.

Strong background in conducting feasibility studies.

Ability to design and implement feasibility studies in challenging environments.

Proficiency in data management and analysis.

Ability to meet deadlines and provide practical conclusions and recommendations.
Firm qualifications required:To be considered for this consultancy, candidates should meet the following qualifications:

Requisite administrative (documents) Requirements:

Recent tax clearance/Tax compliance certificate: This certificate should be issued no earlier than June 2023 and demonstrate compliance with tax regulations.

Certificate of registration: Candidates or firms should provide a certificate of registration, which includes a Tax Identification Number (TIN) and certificate of incorporation. This verifies their legal status.

Valid trading license/operating permit: A valid trading license or operating permit must be provided to ensure that the candidate or firm has the necessary permissions to conduct business.

Articles and memorandum of association: The articles and memorandum of association should clearly show the directors of the company, confirming its organizational structure and leadership.

Company profile: A detailed company profile should be submitted, including the physical address of the offices. This provides an overview of the candidate or firm's background and capabilities.

Reporting and Deliverables:

The consultant will be responsible for delivering a detailed feasibility study report in a specific format, including an executive summary, methodology, findings, conclusions, recommendations, and annexes.
