1. The Uganda Wildlife Authority has
received fi nancing from the World
Bank toward the cost of the Securing
Uganda’s Natural Resource Base in

Protected Areas, and intends to apply
part of the proceeds for consulting
services.
2. The consulting services (“the Services”)
include developing designs and

drawings, preparation of bills of

quantities and cost estimates, and
undertake required environmental
and social due diligence for selected
infrastructure developments in selected
Protected Area (in Multipurpose tourism
centers, National Parks and wildlife

reserves)
3. The detailed Terms of Reference (TOR)
for the assignment can be obtained

at Uganda Wildlife Authority, Plot 7 Kira
Road, Kamwokya, Offi ce No. UG 05,
Procurement Unit.
4. The Uganda Wildlife Authority now
invites eligible consulting fi rms
(“Consultants”) to indicate their interest
in providing the Services. Interested
Consultants should provide information
demonstrating that they have the
required qualifi cations and relevant
experience to perform the Services. The
shortlisting requirements for the fi rm’s
experience are:
a) Adequacy and quality of proposed
methodology and work plan in
responding to the Terms of Reference
(TORs).
b) Specifi c experience of the consultant
(as a fi rm) relevant to the assignment in
public/government institutions.
c) Key experts’ qualifi cations and
competence for the assignment:
i) Position K 1: Lead Architect
ii) Position K 2: Civil Engineer
iii) Position K 3: Environmental and Social
specialist
d) Transfer of Knowledge (training)
program
e) Participation of Nationals among the
proposed Key Experts
5. A consultant will be selected in
accordance with the World Bank’s
Procurement Regulations for IPF
Borrowers, July 2016 updated August
2018 and November 2020 which can be
found at the following website: www.

worldbank.org/procurement.
6. The attention of interested Consultants
is drawn to Section III, paragraphs,

3.14, 3.16, and 3.17 of the World

Bank’s “Procurement Regulations
for IPF Borrowers” July 2016 updated
August 2018 and November 2020
(“Procurement Regulations”), setting
forth the World Bank’s policy on confl ict
of interest.
7. Consultants may associate with other
fi rms to enhance their qualifi cations,
but should indicate clearly whether
the association is in the form of a joint
venture and/or a sub-consultancy.
In the case of a joint venture, all the
partners in the joint venture shall be

jointly and severally liable for the entire
contract, if selected.
8. A Consultant will be selected in
accordance with the Consultant’s
Qualifi cation Based Selection (CQS)
method set out in the Procurement
Regulations.
